Frank was born Feb. 17, 1923, in Weir, Kan. His family moved to Burlington, Kan., where he attended elementary and high school. Following high school graduation in 1941, Frank studied engineering at Kansas State University. In 1943, he enlisted for pilot training in the then-Army Air Corps. He earned his wings, was commissioned and assigned to combat duty in March 1944.

As a P-51 fighter pilot with the 359th Fighter Group stationed in East Wretham, England, he flew 59 combat missions and was awarded the Air Medal with seven Oak Leaf Clusters and the Bronze Star.

He was invited to join General Eisenhower’s contingent on its victorious return to New York and Kansas City following V-E Day in June 1945. Upon his retirement from the Air Force in July 1977, with the rank of lieutenant colonel, Frank earned The Meritorious Service Medal for his outstanding service as chief operations officer at McChord Air Force Base in Tacoma.

He moved to Issaquah in 1978 and served the community as a food bank volunteer and a member of the Community Services Advisory Board. In addition to these interests, Frank was a generous patron of the arts in Seattle.

He is survived by his son James Bruce Marshall, of Honolulu; two grandchildren; three great-grandchildren; niece Marsha Stout, of Portland, Ore.; and former wife Margaret Marshall, of Issaquah, who has been his longtime friend and caregiver.
