Members to appoint candidate Jan. 29

The applicants for a rare open seat on the City Council include long-established community leaders — and some candidates from the last time the council accepted applications to fill a vacancy.

The seven candidates offer assorted skills in community, government and military service in the process to succeed Mark Mullet on the council.

Initially, Ken Sessler, a retired Boeing engineer and a prolific letter writer to The Issaquah Press, applied for the vacancy, but withdrew not long after the city released the applicant list.

Timeline remains uncertain due to lack of funding

The downtown parks along Issaquah Creek — 15.5 acres referred to as the crown jewel in the municipal parks system — can soon start a long transformation into undulating paths, picnic areas and more.

In a March 19 decision, City Council members approved the overarching design outline, or master site plan, for the interconnected Tollë Anderson, Cybil-Madeline and Issaquah Creek parks. The action laid the groundwork for construction to start on the site by late summer, though the effort to complete the parks could stretch for years.

City parks planners still need to acquire municipal permits for the initial construction phase. Meanwhile, architects at The Berger Partnership, a Seattle firm, continue to fine-tune the design for the parks.

City leaders need civic-minded citizens to offer advice on key issues as municipal board and commission members, even as officials remain undecided about just how many such groups Issaquah needs.

The city needs applicants for openings on 12 boards and commissions. The groups advise the City Council on issues related to the arts, cable TV, development, parks and, in more specialized realms, city cemetery operations and sister-city relationships.

Officials need regular and alternate members. Applicants for board and commission posts do not need to reside in Issaquah.

Applicants undergo interviews before Mayor Ava Frisinger recommends appointees to council members for confirmation. The council usually confirms appointees in the spring. Terms for appointees start in May.

City Council bids farewell to outgoing member John Traeger

In a dignified sendoff Dec. 19, City Council members bid farewell to Council President John Traeger.

Traeger decided in late April to step down after a single term as a councilman after leading the council through a busy period.

Other council members elected the technology consultant and Squak Mountain resident to lead the board for 2010 and again for 2011. Under Traeger, council members preserved the forested Park Pointe site near Issaquah High School, hired City Administrator Bob Harrison and embarked on a landmark reorganization of city government.

In addition, the council president runs semimonthly council meetings and monthly Committee-of-the-Whole Council meetings, handles committee assignments and represents the city if Mayor Ava Frisinger is absent.

“I will miss Councilmember Traeger’s presence on the council and his thorough research and good, solid work as a council member,” Frisinger said at the last council meeting Traeger attended as a member.

City planners consider proposal to build subdivision on steep site

The city Planning Department could decide soon on a 43-lot subdivision near Providence Point, but the site along Southeast 43rd Way could pose challenges.

Bellevue architect Dennis Riebe proposed the subdivision on 11.97 unoccupied acres along the south side of the street, across from Providence Point and west of the Forest Village neighborhood.

The project proposal includes single-family detached residences and townhouses. The site is zoned for single-family homes on small lots.

The plan also includes proposals for road-frontage improvements and access to Southeast 43rd Way.

Issaquah funeral home proposal raises traffic congestion concerns

Concerns about traffic congestion prompted downtown Issaquah residents and business owners to mobilize last week in a neighborhood effort to thwart a funeral home operator from opening a facility in a church along East Sunset Way.

The municipal Planning Department is considering a proposal from Service Corporation International, a Houston-based funeral products and services provider, to renovate Abide Baptist Church, 425 E. Sunset Way, into a funeral home. (The company also operates Sunset Hills Memorial Park in Bellevue and Greenwood Memorial Park in Renton, plus funeral homes in the same cities.)

The applicant’s parking proposal attracted the most ire from project opponents. Plans call for aisle parking, similar to the lineup near a ferry dock, to accommodate about 20 vehicles for services and visitations at the funeral home. The proposal also calls for using a parking attendant to direct vehicles before and after events.

The race for another City Council seat launched last week, as John Traeger opted not to run for re-election and Human Services Commission Chairman Paul Winterstein announced plans to campaign for the seat.

Traeger, elevated to the council in 2007, decided to step down after a single term. Since early 2010, the Squak Mountain resident has served as council president, the top spot on the board.

“With my term on council such a personally rewarding experience, it was a difficult decision to return to private life,” he said in a statement released April 28.

Traeger, a technology consultant, said he intends to make his career a top priority after his term ends Dec. 31.

“While after my term I will be turning more of my focus to my professional responsibilities, I look forward to continuing to be involved in serving the citizens of our community,” he said.

The council president also endorsed Winterstein in the race for the Position 6 seat.

“Through his work as chair of the city’s Human Services Commission, advocacy for transportation options, and continuous outreach to and volunteering with local aid groups, Paul has been a tireless contributor to our community,” Traeger said. “I am grateful to my supporters and especially my wife Annette for helping me with a successful term.”
